Chapter 123: Loopholes, Awards, and Sanity Maintenance
"Alright, you two tadpoles! You might not be planning to go the direct Hero route anymore, but both of you are too powerful to keep off the field in an emergency. That means you need to maintain your provisional licenses, along with getting as much extra approval to blow shit up as you can."
Momo and Izumi listened to Gran Torino as he paced the floor in front of him. The old Hero was looking a bit less old. Though not the extent that Recovery Girl or All Might had been de-aged. His advanced age had made him a good choice for another attempt at a targeted reversal by Eri, and this time she'd hit her targeted 5-year mark right on target…once. The second attempt had gone under, rather than over, something the little girl was training hard to make the default. The net result was that Torino was roughly eight and a half years younger than he had been before the attempt. Enough to make a noticeable difference but not return him to true front-line combat.
That was, frankly, just fine with pretty much everyone. Torino was the sort that might well have flat refused to be de-aged in a more peaceful situation, not really looking to extend his life for no reason. He'd lived through a lot, had few people left he was close too, and would have been just as happy for it all to eventually end, if not for the end of the world interrupting his retirement. As for everyone else, the truth was that Gran Torino was just about the perfect bridge between Military and Heroics ideas of how to train someone. Something that was extremely valuable in training up a militia that was combined arms. Quirk usage in the style of Heroics, with the addition of JSDF tactics and small arms.
Creating a true military force that way was…well, the history of trying it wasn't one of successes. Not outside specifically and carefully recruited Special Forces, at least. But forming a rough paramilitary force out of the idea was much more doable. Something the MLA had painfully proven and the militias were rapidly organizing to be a more positive example of. The difference, really, was the degree of completeness. Even a low-ranking infantryman in a proper modern military had an extremely broad set of training required. You couldn't expect to get that level of training, plus the specialized training individual Quirks required, which had to be custom tailored to each person, on any realistic scale. With a militia that only needed basic skills beyond 'shoot that direction' and 'take cover,' it could be done.
"Now, you could put in time at a Hero Agency. In fact, you probably should do so to keep people from questioning things too much down the line. But right now, you don't have enough time in the day for that, with everything else you have going on. So, you're going to spend one day a week, for at least a few hours, with me. I still have an active Hero license, so it will count towards maintaining your provisional licenses. But I can also count the training toward getting you certified as militia! Which is why, today, you're getting checked out on a basic certification neither of you ever bothered with."
Izumi and Momo both blinked, surprised that Gran Torino wasn't instantly throwing them to the wolves and trying to beat the snot out of them. It must have shown on their faces, since he snorted.
"You two have seen enough brutal, life-and-death combat in the last year that you don't need me pounding basics into your skull. We'll spar only after I can get you properly certified in ways that will stick, and before there's really a formal system in place to stop this sort of loophole."
Ah. Well, that made sense. Though that begged the question of just what they weren't certified with. Particularly as 2B had been specifically excluded from today's session, implying that she possessed whatever qualification they didn't. Which was…odd. 2B's dubious legal status meant she didn't have a lot of certifications that Izumi herself didn't hold.
"Today. You're learning how to drive. Having your driver's license is required for militia certification. A practical consideration we've had to adopt since mobility Quirks are rare."
They both stared, then slumped. They'd always relied on 2B to drive them around. She didn't need a driver's license because she'd long ago registered herself as fully compliant self-driving car software.
"This is stupid. Both of us can super-jump and fly."
Izumi's voice was flat, but Gran Torino was unmoved, gesturing a young woman in a militia uniform to join them.
"It's still a requirement! Now, I'll leave you in the capable hands of Sergent Sakai. Do try not to run her or anyone else over…"
Both of them groaned as the cheerful young woman gestured them to follow. They'd given up working on spaceships and giant robots just to learn how to drive. What even was their life at this point?
... ...
Izumi was fairly certain that she didn't like the implications that she was growing numb to the discomfort caused by crowds of people staring at her. It wasn't, after all, that she had developed any real ability to handle them. It was closer to a, most likely unhealthy, depressive fatalism that she couldn't avoid them. Emotional exhaustion from having to deal with them often enough that there just wasn't enough panic and anxiety left in the tank to be freaked out as she stood on a stage smiling and waving. Yep. When properly put like that, she was pretty sure she could move it from 'most likely unhealthy' straight to 'review with therapist at earliest possible opportunity.'
Thankfully, while she was absolutely not smiling for her own presence on stage, the smile still had the saving grace of being real. She might be quietly failing to freak out, and freaking out because she knew that the failing to freak out wasn't coming from a positive place. But she was genuinely extremely happy for her excitedly blushing friend who was soaking up the positive attention of the crowds like a desert plant basking in a sudden deluge of sweet, sweet rain water.
Himiko deserved every bit of adulation the crowd was drowning her with, and Izumi would suffer a dozen quiet freak outs and the resulting therapy sessions to see her get it. She also wasn't about to miss a word of the well-earned public congratulations her friend was about to get. She forced herself to shunt aside everything else to focus on the words of All Might as he stepped up to the podium, replacing the Prime Minister who had congratulated the work of the entirety of Operation Clean Sweep and everyone involved. The politicians were, of course, using this both for their own interests and for a morale booster for the civilian population. Given that the people being honored deserved it and the morale booster was legitimately a vital need, Izumi could forgive the comparatively minor politicking involved.
"Hello everyone! It is my pleasure to be here today, just one month after we wrapped up the last of Operation Clean Sweep with the Defeat of the Meta Liberation Army. We are here, of course, to help recognize the Heroism of many of those involved in that operation! ALL of those involved, from the most junior logistics officer of the JSDF to the most senior of Heroes, deserve our thanks and applause. But, as always, there were some who went truly above and beyond. Sadly, some of those did not survive, and in a short while I will lead us all in a moment of silence after the recounting of their deeds."
There was a solemn air about All Might that translated to the crowds, both those physically present and those watching the broadcast from all over Japan. There would, in fact, be an entire 'in memory of' segment to the broadcast after the main awards. A way to recognize the sacrifices of the fallen. Before that, however, there would be awards for the living. A way to show the public that not all their Heroes had fallen. The careful methodology to set the mood was a bit morbid, but the last thing they needed was a despairing public causing order to break down, so Izumi could easily forgive the psychology that went into the planning in this case.
"First and foremost, we wish to recognize someone who was absolutely instrumental in saving the lives of tens of thousands in the final hours of Operation Clean Sweep. An accomplishment of particular note, as the amazing young woman in question is and was a civilian volunteer who took on great personal risk to infiltrate the Meta Liberation Army. It was her warning, as well as sabotage of the MLA efforts, that saved Toyama from the barbaric purge our enemy attempted against the population."
Himiko, for all her excitement, practically froze next to Izumi. Izumi's smile grew just a bit more real as her friend realized she wasn't just being awarded…but was receiving the top honor of the day.
"It is with the greatest pleasure that I call Tsutsumi Himiko up, to be given Japan's highest award for civilian Heroism! The Order of the Golden Shield!"
There were resounding cheers as Izumi nudged a stunned Himiko into moving, the blonde utterly unable to believe what she was hearing as she stumbled forward. Established as a new Order for decorations of Heroism after the proper formulation of the Heroics System in Japan, it was very unusual for non-professionals to be given more than the lowest ranking reward within the Order of the Shield. It went from Copper at the bottom to Crystal at the very top, and even Police with distinguished records might receive the Bronze shield at best.
Even among the best of the best professional Heroes, Silver, a tier up from Bronze, was generally the highest commonly received. There was exactly one living holder of the Crystal Shield, and that was the very man currently presenting Himiko with her own award. Tsutsumi Himiko (and wasn't that choice of name for her award going to embarrass Kaina!) would be only the second civilian in the entire 173-year history of the Order of the Shield to receive a Gold Shield. Entirely deserved, of course, given that she'd arguably saved ninety plus percent of a city with a population just shy of a million.
Despite her own unease knowing she was due a Silver Shield award of her own for her actions during Clean Sweep, for just this one moment Izumi was nothing but pleased. Himiko deserved every last bit of the public recognition being given on her, after all…

Screw therapy, clearly the best way to solve her emotional problems was watching as her girlfriends both moaned under the touch of Izumi's mechanical genius!
…
…
…
Okay, maybe she'd spent a bit too much time in the general vicinity of Mei, given she'd just had to suppress an evil cackle. But Izumi could live with that. She could also live with Kyoka's ultimatum that they would spend at least one day a week doing 'fun' things instead of working. The ultimatum was their punk girlfriend's attempt to keep her and Momo from ending up working themselves into a bad place again. Which they could both appreciate even if they probably wouldn't have been able to make the jump to take care of their mental health on their own.
She and Momo were simply too alike in that regard, which honestly meant they had lucked out when they'd decided to chase after Kyoka. The violet-haired girl might be even more submissive in the bedroom than Momo, and not a natural leader outside of it either, but she was determined as heck to make her 'mistresses' take care of themselves. The most assertive Kyo ever got was when she got concerned about them…and the adorable firmness she developed in every muscle of her body when she did her best to bully them into good mental health practices was hard to say 'no' to.
As, Izumi admitted, was the fact it was most often going to be her that would be able to determine what the 'fun' was. She was sure it wouldn't always be sex. But with only half a day available because of the awards ceremony earlier and a week worth of stress to bleed off, she admittedly hadn't thought overly hard about what she wanted to do to relax with her lovers. Or, more accurately, what she wanted to do to her lovers.
Izumi had been quite intrigued by all the toys at Katrina's Delight, the specialized love hotel that Kyoka had found for them. She'd known many of them existed, had even convinced Momo to make versions of some things like a wand style vibrator or the various strapons they'd used over the years. Yet, for all that she was shameless in her exhibitionism, Momo was the less adventurous between them when it came to trying out new things. She wasn't against it, so much as oddly embarrassed by it. Izumi had attempted to get her into a proper sex shop for years, only for Momo to balk at the idea, despite her totally shameless nature in other areas. She wasn't sure of the exact reasons, but personally Izumi blamed it on all Momo's lessons on being 'proper.'
After being exposed to the delights of Katrina's Delight, Izumi had decided enough was enough and simply resorted to building her own more advanced options. She could do better than anything commercially available anyway, not to mention build versions that could actually stand up to Momo's strength.
Well, mostly.
Better than anything off the shelf could have, at least.
She'd been working on her first 'advanced' toys, more a series of machines intended to be used together, in idle moments since the love hotel. They had been simple enough for the auto-assemblers of the workshop to put together once she'd made the designs, and now she was thoroughly enjoying the fruits of her labors. She hummed, idly playing with herself as she took in the results of her lovers bound into the initial setup for their night of fun.
The first thing she'd decided after setting out to make her own bondage device was that, at least for this first design, she was going to do something that allowed her to entertain both of her girls at once. All the better if she could figure out a way to get herself involved too. A set of objectives that resulted in the sight before her. The bondage device that both Momo and Kyoka were strapped into consisted of two narrow, T-shaped bondage benches facing each other, the bars of the Ts being towards each other as they faced a central pillar. Her two girlfriends were both strapped down, face up, with their arms spread along above them, following the straight line of the T. This placed their lower bodies, and their exposed sexes, only six inches apart.
Each was currently busy proving their flexibility by doing the splits, with their legs following the bar of the upside-down Ts, thoroughly bound in place. The result was their legs being rather lewdly spread, only inches from the central pillar. A central pillar that held two 14-inch double dildos, threaded through the pillar, which contained a mechanism to work them back and forth. Both of her lovers were quite thoroughly double penetrated by those double dildos, which were currently thrusting at a languid, teasing pace. The design was such that, when one of the long dildos withdrew from one woman, it more completely thrust into the other, leaving one constantly withdrawing while the other thrust in. Though, with the length of the toys, neither ever completely left either of them. Not now that they'd been slid down the base track of the overall machine from their starting positions, using the rail the benches were built onto, and locked onto the toys.
Of course, the central machine had more features than just the thrusting mechanism. Izumi had started them off with a slow thrust and buzzing vibration, enough to tease but not remotely enough to cum. Now that she was satisfied everything as working as planned, she wanted to get in on the fun personally. She could have settled for sitting on one of their faces, of course. She had, in fact, done so for a short while to each of them before sliding them onto the toys, playing with their vulnerable bodies as they ate her out. It had been a delightful warm up.
Settling for just that would have been entirely too plebian for her first ever sex machine, though.
No, instead, Izumi had gone the extra mile to make this into a fun little game for her lovers. One that even had the benefit of including her too. A game that involved the sex saddle that was attached to the third arm of the overall device. Much like the similar saddle that Momo had been tied to at Katrina's Delight, this saddle had dual thrusting toys and a potent clit vibe, and Izumi mounted it with a satisfied hum. She didn't lock in the restraints, but did thread her legs through the cuffs just to help keep herself firmly pressed down against the saddle. Once she was settled, she pushed a button on the controller that managed the entire device, triggering both dildos into engage.
She was already soaking wet of course, both from the earlier oral and from getting to watch as her devious creation played her lovers like fiddles. She'd also made sure to lube up her rear entrance thoroughly, and thus barely gasped as first it, and then the larger vaginal toy, nudged their way in to penetrate her for their first two inches. Horny and unable to resist the temptation, she twisted a dial to fully extend the two toys, moaning in delight as they filled her delightfully. Closing her eyes and basking in both the feeling of fullness and the sounds of surround sound moaning, Izumi waited a few dozen heartbeats before sighing in satisfaction and engaging the next step of the plan.
Punching another button on the controller, two panels slid open in the central pillar. Each pushed out a block that, once they unfolded, proved to be small-but-sturdy manipulator arms. Each had a laser dot for a sight…and a small rod that tipped each arm, complete with textured tip. With a grin, she activated the programming in the arms and watched as they followed their guidance systems to zero in on their targets.
Both bound girls, not blindfolded this time but instead watching the action with anticipation via a mirror on the ceiling, shuddered and whimpered as the textured rods zeroed in on their clits and pressed themselves firmly against those magic buttons. There would be no escape from them, as the manipulators were fully articulated and could easily follow any attempt by either girl to break contact.
Another button, another set of manipulator arms, this pair closer to tentacles than the others had been. These didn't come from the central pillar, but from the top of the end of the skinny part of the T, near where the girls' wrists were bound. Izumi frowned, making a mental note that she needed to add some more of those, as Momo and Kyo's tits were going tragically unengaged. Ah well, that could be an addition for the Mark 2! For now, she focused on the ends of the tentacles. Ends which held not more dildos, but perfectly cast replica's of Izumi's own pussy. The delightful thing about being mostly android at this point was that Izumi had not just perfect specs of her own anatomy, but the ability to map the input coming into those duplicates. Which is exactly why the duplicates were there.
There were some other fun implications she'd thought of while developing that, since she could theoretically order her own body to mimic the impulses of what was happening to those remote versions. Sadly, she hadn't quite developed them that far yet, and she wasn't sure her own body had converted completely enough for it to be fully effective quite yet anyway. For now, they would simply register the input for the little contest Izumi had in mind, comparing the results to what Izumi's own internal logs had recorded her as liking.
"You have before you a copy of my fun bits dears~. Ones that have been given the data on all the things I so enjoy most. They will respond to your efforts to please them by both ramping up the pleasure I get from my delightful saddle here…and rewarding you for your hard work by engaging the vibrators pressed to your magic buttons. The better the job you do pleasing me, the more pleasure you get!"
Izumi grinned as she could see both of them waiting for the other shoe to drop, the teasing quality in her voice telling them that there was something more going on here.
"Of course, that also means the more distracted you'll be, and the worse you'll likely perform. Which plays into the little competition you're going to be having. Whichever one of you gives me the most pleasure over the next two hours not only gets a personal touch for me to grant them another climax…but they also get immunity from the consequences of being the loser~!"
She let their imaginations run wild for a few moments, before dropping the hammer.
"Loser gets edged repeatedly by the machines while I give that personal attention to the winner…and then locked in one of the custom-fitted chastity belts I ordered for both of you. You'll get to go through your school day tomorrow very distracted! But don't worry, I'll let you free after class to get some relief, and I already checked to make sure neither of you have critical tasks on your plate for tomorrow. Aren't I just such a thoughtful mistress~? Now, I suggest you both get started!"
With that, she keyed the tentacles holding the copies of her pussy to close the last bits of remaining distance, letting Kyoka and Momo properly start servicing them. She moaned as both dove in with a frantic will and the saddle toys thrummed to life in response, fucking her good and proper. Grinding on the clit vibe as it powered on too, Izumi smiled beatifically.
This was so much better than the commercial toys on the market, if she did say so herself! And, if Kyoka just happened to be pretty much certain to lose due to lesser stamina and fewer years of experience with Izumi's pussy? Well, she had noticed how strongly her punk lover had reacted to the idea of being locked up like she was suggesting, back during the dirty talk at the Katrina's Delight…
